Breaking: Vietnam Requests Japan’s Assistance in Advancing Strategic Technology

Vietnam is seeking to deepen its collaboration with Japan in key strategic technologies, including semiconductors, artificial intelligence (AI), and renewable energy. This initiative also aims to bolster workforce development, as highlighted in a meeting on September 3 between Vietnamese science and technology officials and members of Japan’s House of Representatives. The discussions centered on semiconductor research, AI, energy technologies, personnel training, and fostering closer ties between businesses within these strategic sectors.

As part of the NEXUS joint research program, Vietnam and Japan are committed to co-financing semiconductor research, focusing on chip design, advanced materials, supporting technologies, and manufacturing processes. The two nations plan to further enhance this collaboration starting in 2027. Additionally, Vietnam is keen on receiving Japanese support to develop its sovereign AI capabilities, including Vietnamese-language large language models. A joint working group from both countries is expected to convene in October to facilitate technology transfer and strengthen business connections in the semiconductor industry.

Vietnam has proposed evolving the NEXUS program into an annual cooperation framework, expanding research to cover AI, new materials, renewable energy, and biomedicine. The proposal also emphasizes the need for stronger business partnerships and increased training for highly skilled engineers and experts in strategic technology fields. Japan, in turn, has shown interest in Vietnam’s semiconductor advancements, labor policies, and long-term energy strategy, particularly as it considers expanding its nuclear power capabilities.

Vietnam’s energy transition strategy involves a diversified mix of conventional energy, renewables, and nuclear power, alongside research into small modular reactors. This transition is expected to demand substantial investment and a highly skilled workforce, areas where Vietnam hopes Japan will continue to be a key partner. By collaborating with Japan, Vietnam aims to develop the necessary energy infrastructure to support its rapidly growing high-tech industries.
